Prof Chris Cunningham PhD, BSc (Hons), BSc

Professor of Research Centre for Maori Health and Development

Centre for Public Health Research

Dr Chris Cunningham, of the Ngati Toa and Ngati Raukawa iwi (tribes) of New Zealand (NZ), is Professor of Maori Health and has been Director of the Research Centre for Maori Health & Development at Massey University's Wellington Campus since 1996. He has a strong background in both policy development and research. He has worked as a policy analyst with the Ministry of Maori Affairs and Education Review Office. He was also Senior Advisor, Maori Health with the Ministry of Health for six-years. He has been significantly involved in governance of publicly funded organisations, being a Director of the Health Research Council of NZ, the Hutt Valley District Health Board, and the Quit Group. He is also a trustee of the NZ Cancer Control Trust and Hepatitis Foundation of NZ, a former member of the Bioethics Council of NZ, and former Chair of the NZ Drug Foundation. He currently serves on the Lottery Health Distribution Committee and Chairs the Maori Knowledge and Development Panel of the Performance Based Research Fund (PBRF).

Research Interests

Chris is Director of two major Maori research programmes and is currently supervising 14 doctoral students and 5 post-doctoral students researching Maori health and development. His major research interests include non-communicable diseases (especially hepatitis B/C, cancer, diabetes and insulin resistance), whanau (family) health & development, ageing, longitudinal research, school-based interventions in physical activity and nutrition, and housing & health.

During 2010 he was Independent Advisor to the NZ Government's Maori Affairs Select Committee Inquiry into the Tobacco Industry in Aotearoa and the Consequences of Tobacco Use for Maori.

Project Title: Improving health and wellbeing in low decile classrooms with a low cost solar ventilation system

Most New Zealand schools depend on open windows for ventilation. However classrooms are grossly under ventilated during cold weather. Consequently children are exposed to avoidable high levels of respirable pathogens and pollutants. Conventional mechanical ventilation is prohibitively expensive for schools. An interventional study will investigate the health improvements following installation of a low cost solar heated ventilation system in ten predominantly low decile junior classrooms (300 children) over two school terms for two winters. In the first monitoring period, five classrooms will be active (ventilation operational) and five will be a control; control and active groups will switch each term. Streptococci from throat swab, total airborne bacteria, coughing and sneezing frequency, absenteeism and chemical pollutants will be measured. It is anticipated that increased ventilation will lead to a healthier classroom environment as pathogen levels and subsequent respiratory infections will be reduced, as will chemical pollutants.

Project Title: Best Health for Maori: Te Hoe Nuku Roa - housing, hazards and health

Home hazards are a major cause of injury for Maori. This study will capitalise on an existing cohort of Maori houses which are participants in the Best Outcomes for Maori : Te Hoe Nuku Roa longitudinal study. Audits of 350 Maori houses (Manawatu, Wellington, Nelson) will be undertaken using the Health Housing Index developed by members of this research team. Trained Maori auditors from building science backgrounds will undertake the audits. All houses will received remediation: half of the houses will be randomly assigned to an intervention group where remediation of selected hazards will be undertaken by professional builders with the balance of the houses remediated at the end of the randomised control trial. Post-intervention audits will be carried out after the conclusion of this intervention study. We will also assess emergency preparedness for earthquakes determining structural and behavioural risks for Maori. A Maori doctoral student will complete her training.

Project Title: TTW 1 Best Outcomes for Maori: Te Hoe Nuku Roa

The aim of Best Outcomes for Maori: Te Hoe Nuku Roa is to improve outcomes for Maori through the description, analysis and understanding of the social, cultural, economic and whanau wellbeing of Maori households in Aotearoa/NZ. The strength of this study lies in its vision, design and dataset: a vision for the best future for Maori; a longitudinal, geographically stratified, random panel design which allows the analysis of change, the analysis of causal links and the extrapolation of findings to the overall NZ Maori population; a dataset whose existence captures the past 12 years, continues to capture the present, and informs a Maori future. Best Outcomes for Maori: Te Hoe Nuku Roa is the only longitudinal, random household survey of Maori in existence. Over 12 years it has established the methodology, methods and skills to recruit and maintain a cohort which now represents over 700 Maori households and 2000 individual Maori. It has collected data on demographics, lifestyles, economic circumstances, housing, whanau dynamics, household dynamics, cultural diversity and language, educational attainment and aspirations, employment and health status. It has collected data on behaviours and attitudes to: voting, gambling, drinking, smoking, iwi/hapu support, contributions to community, church-going. It has collected data on aspirations: home ownership, education, health, cultural skills, and access to te ao Maori. These data are exciting, in and of themelves, and the achievement of a viable longitudinal study for Maori is a real accomplishment yielded from the RS&T investment in Maori development, yet the next phase of the programme is where the gains will emerge.

Project Title: Older Maori and medication: management, regulation and facilitation

A Study of 400 Kaumatua/Older Maori confirmed that kuia and koraua are significant users of health services and medication. This research project will detail and examine the medication taking practice behaviours, characteristics, influences, indicators, experiences and understandings of up to 40 kaumatua, their management and regulation of medication as well as exploring the relationship with other determinants such as personal factors, health provider/service awareness and illness perception, as well as quality of life. The development of a Maori specific, culturally appropriate medication management audit tool will be undertaken and applied based on previous validated measurement and audit tools from current 'gold-standard' international studies. Potential health outcomes are more appropriate, specific and sensitive health services to improve safe and effective use of medicines based on actual patients' needs and beliefs.

Project Title: Best Outcomes for Maori

Best Outcomes for Maori is a five year research programme that not only builds on the existing longitudinal assessment of 450 Mäori households (1500 respondents) but also includes a series of outcome focussed projects that examine the key determinants of positive whänau development and lead to the creation of reliable and valid, specified interventions which enable whänau gains. This research addresses a significant gap in our knowledge - the organisation of Maori households, their experiences, exppectations and profiles over time.The research also addresses a number of significant methodological challenges - including managing sampling and analysis at the level of the small collective (household) for Maori and the logistics of operating and maintaining a longitudinal relationship with respondents.This research enables the production of cross-sectional and longitudinal profiles of Maori in comtemporary NZ. These profiles are able to be produced at the micro and macro levels for the cohorts they represent. This analysis goives us a particular window on household transisitions - whanau formation and alteration over time.This research-based knowledge is then available for assesing progress, investigating the links between positive outcomes and whanau/household conditions. Agencies - both Maori and governmental - are able to access these profiles to inform planning, policy development and the implementation of services/service delivery.
